THE SOCCER WORLD CUP 2010

The Soccer World Cup 2010 is finally here and the spin off tourism and investment seekers will impact on South Africa as well as Southern Africa - this is wonderful for our beautiful corner of God's earth. The Soccer World Cup 2010 will see loads of visitors and investors visiting stunning Mozambique, many making Tofo / Tofinho in the province of Inhambane part of their destination. Some of the Soccer World Cup 2010 visitors will be looking for investment opportunities in Inhambane especially the Barra / Tofo / Tofinho area.

This brings me to the reason for my post on this blog. I would like to inform any potential investors wanting to invest in Mozambique to look very carefully before getting involved in any way with a Mozambique man named Sulemane Ismael Hassane Cabir.

Below are the details of some of the properties Sulemane I.H. Cabir once owned and other area's Sulemane Cabir mentioned he owned property in Mozambique.

Tofinho / Tofo, Inhambane province, Mozambique
  • Parcel 189, Tofinho, Inhambane for which Sulemane Cabir has an original Title Deed in the name of EMPRESA LIGITPROPS. EMPRESA LIGITPROPS has two members namely Sulemane Ismael Hassane Cabir and Djamila Jane Wallace Cabir. Djamila Jane Wallace Cabir is the daughter of Sulemane I.H. Cabir. Sulemane Cabir informed us that Djamila Wallace Cabir lived in the UK and spent a year studying in Spain in 2007. Sulemane Cabir sold us 2000 square metres of Parcel 189, Tofinho and a casa. Sulemane Cabir and EMPRESA LIGITPROPS no longer had the rights to develop or sell Parcel 189, Tofinho according to the Municipal Inhambane i.e. Sulemane I.H. Cabir no longer has a DUAT over the property as required by the Mozambique law as this was revoked due to non development of the parcel.
  • Parcel 215 Tofinho, Inhambane, Mozambique for which Sulemane Cabir has the original Title Deed in the name of Sulemane Ismael Hassane Cabir. Parcel 215, Tofniho, Inhambane was bonded through a financial institute by the name of GAPI in Maputo, Mozambique. There is an entry at the Conservatoria, Inhambane dated 24 April 2009 in favour of GAPI in which GAPI have taken ownership of the entire property. This includes the five houses and one half finished house around the Tofinho Monument as well as the thatched property at the top of the hill in Tofinho, which is clearly visible when driving into Tofo from Inhambane, this property was once a resturant owned by Omar Cabir who is Sulemane Cabir's brother. Omar Cabir informed us that he had allowed Sulemane Cabir to use Omar Cabir's property as collateral to obtain the loan from GAPI. It appears Omar Cabir lost his property as well due to Sulemane Cabir's non payment of the loan.
  • Barra Beach - there are a number of properties in the Barra Beach area for which Sulemane I.H. Cabir has Title Deeds which, according to the Municipal Inhambane, the DUAT's have been revoked.

Other area's in Mozambique Sulemane Cabir mentioned he had property:-

  • Pomene
  • Quissico
  • Maputo - this was a house which, according to Omar Cabir, was ceeded due to Sulemane Cabir's non-payment of a loan by a friend in 2007.

Sulemane Cabir appears to be a friend and helpful in every way but Sulemane Cabir, in our experience, does not honour any of his dealings in any way. Besides our dealings with Sulemane I.H. Cabir on Parcel 189, Inhambane Sulemane Cabir was not honourable in other areas as well. In April 2007 Sulemane Cabir approached us to loan $10 000.00 as he had a financial crisis due to Omar Cabir not paying a loan. Sulemane Cabir undertook to pay us back our loan within 30 days as he was waiting for money from the UK for the sale of a house. In December 2007 Omar Cabir informed us that Sulemane Cabir had not been truthful regarding the reason for loaning money and Omar Cabir had not borrowed any money for which Sulemane Cabir had to pay. Omar Cabir advised us that Sulemane Cabir had borrowed money from a friend in Maputo and had put his house in Maputo up as collateral - this was the house Sulemane Cabir lost as he was unable to honour the total loan. We finally got our money back for this loan six months later after putting extreme pressure on Sulemane Cabir as he had put one of the properties on Parcel 215, Tofinho up as collateral for the loan.

To date, four years later, we do not have rights to the property on Parcel 189, Tofinho which was sold to us via a compra / venda agreement at the Conservatoria Inhambane by Sulemane I.H. Cabir.

We trusted Sulemane Cabir, who appears to be an honourable man. I feel it is my duty to help ensure that others are fore warned before dealing with Sulemane Cabir. I would hate to see anybody else go through what we have been through the last four years and for this reason I am making the information I have / information told to us by Sulemane Cabir and Omar Cabir available for anybody who searches the internet for Sulemane Ismael Hassane Cabir.

Our Gracious God has been good to us and we are recovering slowly but surely from our dealings with Sulemane I.H. Cabir. We are totally blessed.

INHAMBANE TOWN HALL MAIRE AND OFFICIALS FACE MOZAMBIQUE ANTI-CORRUPTION COURT


It has been proved that Monica and Barry are as wrong as the Inhambane Municipallity was wrong. The main members of the Inhambane Municipallity including the Maire are soon to face the Mozambique Anti-Corruption Court for all their greed and illegal decisions in trying to block Mr Sulemane Cabir's rightly owned properties.

The Head of Inhambane Registrar's Office warned a couple of weeks ago the Maire of Inhambane and his staff of their illegal wrong doings and informed them that the properties at Tofo and Barra are fully and legally owned by Mr Sulemane Cabir.

All defamatory words posted are not more than a slander and if anyone wants to have proof of that is simply to approach Inhambane Registrar's Office to be properly informed.

Monica and Barry were completly deceived by Inhambane Municpallity staff and the Maire who are now facing serious corruption charges.

Everybody to whom the Maire and his staff sold property for their own benefit will soon face eviction court orders because those properties belong to Mr Sulemane Cabir with legal Title Deeds.

Those people to be soon evicted are, as Monica and Barry, victims of Inhambane Minicipallity corrupt officials.

Mr Sulemane Cabir has been as well a victim of the same corrupt network which tryed for years and succeded in some instances to block and damage a lot of honest people.

Those people who were deceived by the officials of Inhambane Municipallity should ask back for the backhands they payed to the network of criminal and corrupt Municipallity officials.

They should as well approach the Head of Inhambane Registrar's Office, the lawyer Mr Velez to be properly informed of the risk they facing because of the Municipallity continuous deception.

They have not been successful as according to the Municipality Inhambane Sulemane Cabir does not own the land or have a DUAT or have any right to sell any part of the land.

It has not been proved that Monica and Barry are wrong at all and there is currently a criminal investigation into the dealings of Sulemane Cabir underway in the Inhambane courts.

Sulemane Cabir if you are as innocent or as honest as you try to make out and as you claim to be then why haven't you sorted out your ownership with the Inhambane Municipality so that Monica and Barry can get their DUAT. The DUAT has been issued to somebody else (infact the whole of 189 has been subdivided and sold to various people by the Municipality and built on).

The owners of Ligitprop have no integrity or honor because if they did they would have honored their signed agreement and sorted out their ownership with the Municipality Inhambane in order for Monica and Barry to have the rights to the property they paid you - Sulemane Cabirn and Ligitprop - a lot of their hard earned money for.

It is the seller duty to ensure all the paperwork is in order - did you do that Sulemane Cabir and Ligitprop.

We speak to Monica and Barry quite often and they have battled to get back on their feet after you stole their money but God is looking after them and although they have to work hard and work in other countries they are getting back on their feet.

Monica and Barry helped you with a loan when you were in trouble - like the true friends they are - you and Ligitprop kicked them in the teeth. Shame on you.

Ignorance is the worst thing only because the Municipality has no legal powers to deny what in commercial terms was correctly done.

If anyone including those who want to fuel defamation and slander want to clarify legal ownership of stand 189 which until today is owned by Mr Sulemane Cabir, should go and ask the Head of Inhambane Registrar's Office and will get the right answer.

The Municipallity abused their institutional powers and resorted to arrogant practices and mislead Monica and Barry to sign a piece of paper in portuguese against themselves without knowing what they were signing.

That piece of paper is worth nothing legally and it's a criminal act.

Monica and Barry were driven by people with complete ignorance and misconceptions mainly south african white ex-pats living in Tofo who told them to go to the Municipallity instead of leading them to the Registrar's Office.

Monica and Barry fell into the trap of those people inspite of repeated advise to approach the right institution.

The Municipallity has illegaly sudivided Mr Sulemane Cabir's properties in Tofo and Barra and sold it and pieces as well illegaly to various people.

This was done against the Law and the Head of Inhambane Registrars Office, Mr Velez, told and explained in person to the Maire and the Municipallity Lawyer and the consequences they're facing. It happened a couple of weeks ago.

The right approach was and is to approach Mr Velez at the Registar's Office.

Once a company or a person has a Title Deed, ownership is confirmed or denied by the Registrar's Office and not the Municipallity.

Monica and Barry payed nothing to the Municipallity and that was not in any instance said but many south african ex-pats payed money to Municipallity officials to acquire property at Tofo and Barra that belongs to Mr Sulemane Cabir.

There is proof of that and Mozambique Anti-Corruption court has enough evidence and is already dealling with the issue.

For a clear and definite information, The Registrar's Office told the Maire that plot 189and many others in Tofo and Barra, they all belong to Mr Sulemane Cabir and what the Municipallity has done it ammounts to illegal practices.

The Maire was as well warned that those who built in those plots will be soon evicted and that the Municipallity will have to face all the costs and consequences.

For those who are adamant to defend corruption and deception they should go to Inhambane Registrar,s Office and be properly informed.

Mr Velez is the Head of Inhambane Registrar's Office.

The authors of the smear campaign, defamation and slander are properly identified and they will be dealt with in due course by a court of law.
