THE SOCCER WORLD CUP 2010

The Soccer World Cup 2010 is finally here and the spin off tourism and investment seekers will impact on South Africa as well as Southern Africa - this is wonderful for our beautiful corner of God's earth. The Soccer World Cup 2010 will see loads of visitors and investors visiting stunning Mozambique, many making Tofo / Tofinho in the province of Inhambane part of their destination. Some of the Soccer World Cup 2010 visitors will be looking for investment opportunities in Inhambane especially the Barra / Tofo / Tofinho area.

This brings me to the reason for my post on this blog. I would like to inform any potential investors wanting to invest in Mozambique to look very carefully before getting involved in any way with a Mozambique man named Sulemane Ismael Hassane Cabir.

Below are the details of some of the properties Sulemane I.H. Cabir once owned and other area's Sulemane Cabir mentioned he owned property in Mozambique.

Tofinho / Tofo, Inhambane province, Mozambique
  • Parcel 189, Tofinho, Inhambane for which Sulemane Cabir has an original Title Deed in the name of EMPRESA LIGITPROPS. EMPRESA LIGITPROPS has two members namely Sulemane Ismael Hassane Cabir and Djamila Jane Wallace Cabir. Djamila Jane Wallace Cabir is the daughter of Sulemane I.H. Cabir. Sulemane Cabir informed us that Djamila Wallace Cabir lived in the UK and spent a year studying in Spain in 2007. Sulemane Cabir sold us 2000 square metres of Parcel 189, Tofinho and a casa. Sulemane Cabir and EMPRESA LIGITPROPS no longer had the rights to develop or sell Parcel 189, Tofinho according to the Municipal Inhambane i.e. Sulemane I.H. Cabir no longer has a DUAT over the property as required by the Mozambique law as this was revoked due to non development of the parcel.
  • Parcel 215 Tofinho, Inhambane, Mozambique for which Sulemane Cabir has the original Title Deed in the name of Sulemane Ismael Hassane Cabir. Parcel 215, Tofniho, Inhambane was bonded through a financial institute by the name of GAPI in Maputo, Mozambique. There is an entry at the Conservatoria, Inhambane dated 24 April 2009 in favour of GAPI in which GAPI have taken ownership of the entire property. This includes the five houses and one half finished house around the Tofinho Monument as well as the thatched property at the top of the hill in Tofinho, which is clearly visible when driving into Tofo from Inhambane, this property was once a resturant owned by Omar Cabir who is Sulemane Cabir's brother. Omar Cabir informed us that he had allowed Sulemane Cabir to use Omar Cabir's property as collateral to obtain the loan from GAPI. It appears Omar Cabir lost his property as well due to Sulemane Cabir's non payment of the loan.
  • Barra Beach - there are a number of properties in the Barra Beach area for which Sulemane I.H. Cabir has Title Deeds which, according to the Municipal Inhambane, the DUAT's have been revoked.

Other area's in Mozambique Sulemane Cabir mentioned he had property:-

  • Pomene
  • Quissico
  • Maputo - this was a house which, according to Omar Cabir, was ceeded due to Sulemane Cabir's non-payment of a loan by a friend in 2007.

Sulemane Cabir appears to be a friend and helpful in every way but Sulemane Cabir, in our experience, does not honour any of his dealings in any way. Besides our dealings with Sulemane I.H. Cabir on Parcel 189, Inhambane Sulemane Cabir was not honourable in other areas as well. In April 2007 Sulemane Cabir approached us to loan $10 000.00 as he had a financial crisis due to Omar Cabir not paying a loan. Sulemane Cabir undertook to pay us back our loan within 30 days as he was waiting for money from the UK for the sale of a house. In December 2007 Omar Cabir informed us that Sulemane Cabir had not been truthful regarding the reason for loaning money and Omar Cabir had not borrowed any money for which Sulemane Cabir had to pay. Omar Cabir advised us that Sulemane Cabir had borrowed money from a friend in Maputo and had put his house in Maputo up as collateral - this was the house Sulemane Cabir lost as he was unable to honour the total loan. We finally got our money back for this loan six months later after putting extreme pressure on Sulemane Cabir as he had put one of the properties on Parcel 215, Tofinho up as collateral for the loan.

To date, four years later, we do not have rights to the property on Parcel 189, Tofinho which was sold to us via a compra / venda agreement at the Conservatoria Inhambane by Sulemane I.H. Cabir.

We trusted Sulemane Cabir, who appears to be an honourable man. I feel it is my duty to help ensure that others are fore warned before dealing with Sulemane Cabir. I would hate to see anybody else go through what we have been through the last four years and for this reason I am making the information I have / information told to us by Sulemane Cabir and Omar Cabir available for anybody who searches the internet for Sulemane Ismael Hassane Cabir.

Our Gracious God has been good to us and we are recovering slowly but surely from our dealings with Sulemane I.H. Cabir. We are totally blessed.
