Wow in my absence returning from Botswana, moving to JHB and off again tomorrow, so many comment have been posted in response to "THE SOCCER WORLD CUP 2010" posting on this dealingwithsulemanecabir blog!!!

In response to the Anonymous posting on 08 & 10 July 2010 in the middle of the most amazing Soccer World Cup 2010 ever - held in beautiful Africa.

Firstly nothing has been proved that we (Monica and Barry) have done anything wrong. We paid Sulemane I.H Cabir representing EMPRESA LIGITPROPS (with members Sulemane Ismael Hassane Cabir and Djamila Jane Wallace Cabir) a large sum of our hard earned money, which was our pension, in 2006 for 2000 m2 of lot 189 Tofinho, Inhambane, Mozambique.

There have been no defamatory comments or slander posted on this site – for every posting (except for those that state otherwise) there is a document, register entry at a Mozambique institute or other proof to substantiate the information.

Should Sulemane I.H. Cabir and EMPRESA LIGITPROPS be the legal owners of lot 189, Tofinho, Inhambane, Mozambique they have to date, nearly 4 years later, not been able to prove ownership or transfer ownership or prove EMPRESA LIGITPROPS have a legal DUAT over the 2000m2 in order to transfer 2000m2 of Lot 189, Tofinho, Inhambane, Mozambique, to us from EMPRESA LIGITPROPS. There is another individual with a legal building licence who now owns the 2000m2 and the casa we paid Sulemane I.H. Cabir for – as per the photo - the casa we bought from Sulemane I.H. Cabir and EMPRESA LIGITPROPS is in the background!!!

The hardest thing for me, Monica, to see was the effect you, Sulemane I.H. Cabir, had on Barry over the past few years. Barry saw you, Sulemane I.H. Cabir, as a honourable gentleman of the old school in our Tofinho, Inhambane, Mozambique adventure – honest and trust worthy. You, Sulemane I.H. Cabir, have to date, proved to be anything but that as we still do not have ownership or a legal DUAT issued by the Inhambane Municipal over lot 189, Tofinho, Inhambane, Mozambique!!!

I would hate to have seen somebody out there, especially people visiting from other counties for our wonderfully successful first ever Africa Soccer World Cup 2010, (hats off to South Africa, Bafana Bafana, President Zuma – and everyone else, including all of our beautiful African people) having to fight for something they paid their hard earned money for which never materialised.

Do you remember Sulemane I.H. Cabir that we were true friends (as stated by a Tofo residents) and lent you money when you were desperate on 12 April 2007 as per the following documents which you did not honour as agreed.






Would you EMPRESA LIGITPROPS (Sulemane I.H. Cabir and Djamila Jane Wallace Cabir) have been happy if you had paid your hard earned cash for something you did not receive?

The Inhambane Municipality, which is a Mozambique Provincial / Government institution of beautiful Mozambique, have documentation stating that EMPRESA LIGITPROPS no longer have the rights, i.e. a DUAT, to lot 189, Tofinho, Inhambane, Mozambique – according to Mozambique law!!!

What trap did we fall into - other than the Sulemane I.H. Cabir and EMPRESA LIGITPROPS trap? Our dealings with the Municipality were very limited and our case handed over to a Mozambique lawyer Dr Gloria Mussuei in 2007 within a few weeks of our first contact with the Municipal Inhambane, Mozambique.

It was not our duty to prove the ownership of EMPRESA LIGITPROPS or to try and sort this out. If it was legal as you state then there should not have been any problem – easy job – once again prove your honesty and integrity Sulemane I.H. Cabir and EMPRESA LIGITPROPS and sort out your ownership which would prove you did not commit fraud. It is not up to us the buyers of lot 189, Tofinho, Inhambane, Mozambique to sort out the sellers paperwork. I will be the first person to defend your honour should you prove otherwise!!!

There is no other blame here and to pass the blame onto any other institution is a cop out. Here is the challenge Sulemane I.H. Cabir and EMPRESA LIGITPROPS either sort out the ownership with the Inhambane Municipality in order for us to have the legal rights over lot 189, Tofinho, Inhambane, Mozambique (for which we paid you our hard earned money) according to Mozambique law or the only other alternative is to accept that you Sulemane I.H. Cabir and EMPRESA LIGITPROPS are con artists and fraudsters. In that case Sulemane I.H. Cabir and EMPRESA LIGITPROPS you owe us our money back!!!

Nobody in any country can accept money for something they do not own or have the right to sell – not even in the most primitive countries in the world!!! It is considered fraud to sell something to another party you do not own / cannot transfer ownership of - be it a litre of milk, a car or a property. Stop trying to place the blame elsewhere i.e. the Municipality Inhambane (it is disgusting that you have not - in nearly 4 years - sorted out the problem but just placed the blame on the Mozambique legal system). You Sulemane I.H. Cabir and EMPRESA LIGITPROPS took money for something you have not as yet been able to prove you had the right to sell because if you did we would not be in the predicament we are in now. Look at the posting placed by Anonymous on 16 May 2008 (pasted below) nothing has changed and that is the only evidence we (or any person reading this blog) can go on!!!

Monica and Barry are totally wrong and being driven to a vultures´ path by a network of corrupt Municipality officials and others! Sulemane Cabir is categorically the owner of plot 189. Undeniable proof is at the Inhambane City Registrar´s Office where the Municiapility corrupts tried illegally to anul is Title Deeds to cover up their wrongdoings. Monica and Barry bought an infrastructure (an unfinished house) from Sulemane Cabir. They didn´t buy land! They do have the legal documents from the relevant Government Departments prooving that, namely the "SISA" and the "Escritura Pública"! Monica and Barry don´t even need a DUAT!Legally and by force of Article 16 of Mozambique Land Law, when you by an infrastructure, the land called " Logradouro" or "Domínio Útil" is automatically the buyer´s domain.The Municipality is not competent and has no authority to deny Monica and Barry´s legal rights.It´s a shame and a pitty, inspite of many warnings, but they choose to believe in corrupt and criminal officials from the Municipality! And Sulemane Cabir spent more dealing with Monica and Barry paper work than what they claim and there are proof of that. Inhambane Town Hall is run by a network of corrupt officials allied to a group of specific South African elements involved in illegal land transactions.Monica and Barry should tell who is the Municipality oficcial that gave them a piece of paper written in portuguese and they signed it without knowing what the contents where!There is much more to the self inflicted saga! In conclusion – the wheel is turning and what goes around comes around. Watching America’s Got Talent – Sharon Osborn said it all – “The karma truck is parked outside the business in question – what you give out is what you receive”. Sulemane I.H. Cabir and EMPRESA LIGITPROPS – what you sow so you will reap.

I questioned my Wonderful Gracious God, when we returned to South Africa and had faced the horror from our lawyer Dr Gloria Mussuei by e-mail on 15 May 2008 (with supporting documentation supplied by the Municipal, Inhambane, Mozambique) that we had been conned, why we had to go through this and my Gracious God answered “My child, I knew you would fight”!!! I never want to see anybody else face the same dilemma and pay for something they do not own. I am currently reading a book which has brought me to tears – so much like our own experience – how many people this young lady touched / saved from going through a worse experience due to the situation she found herself in all because God knew “she would fight”!!!
